Graduated from Universidad Central de Venezuela. He obtained a Master in Private Law at the Université Lumiere in Lyon, France in 2009, a Master in International Transport Law at the Université Lumiere in Lyon, France in 2010, and a Diploma in Maritime Law at the University of Southampton, United Kingdom in 2018.
He speaks Spanish, English and French.
